Chairman Hans Klingzahn opens the meeting at 7:00 pm.

Chairman Klingzahn entertains a motion to approve the minutes for the meeting held on November 16, 2017. Reylene VanGeldern, so moved. Motion seconded by Hans Klingzahn.

Attorney Gerard Comatos appeared on behalf of Da Vita Dialysis and requested that the
public hearing be adjourned to the next meeting in March. There will be a wait time to receive a
retraction letter that was written to Mr. VanTine by the attorney for the owner of the property.
Chairman Klingzahn ask the public if there are any comments at this time. No comments were
made by the public and the Chairman asked for a motion to continue the public hearing at the
next meeting on March 15, 2018. Cris Phillips, so moved. Motion seconded by Reylene

3. Ready Coffee - 986 Main Street - Site Plan/Special Use Permit

Attorney Jennifer VanTuyl representing the Ready Coffee project and introduced the applicant’s
project team. She explained that this project was new and different and something that does not
exist in the Village and largely does not exist on the eastern side of the United States. A craft
coffee kiosk is being proposed to be located in the plaza known as the CVS Plaza or formerly
known as the Ames Plaza.
Jed Bonnem presented the site plan (on file) and explained the concept of the Ready Coffee
business and they were a locally owned business and not a franchise.
Jamie Logiudice, Insite Engineering presented the traffic flow, parking and directional signage for
Anthony Russo, AKRS Traffic presented a traffic study that was done on the site and what
additional traffic was projected for the site. The study showed that there would be no significant
impact to the surrounding street network as a result of this project being built.
Chairman Klingzahn voiced a concern on the drainage for that portion of the parking lot
during the Spring when there is flooding in that area of the parking lot.
Architectural drawings of the building were presented to the board.
The board members commented on the design of the proposed building and did not think that the
design and color of the building fit into the plaza and surrounding area.

Victoria Polidoro, Planning Board Attorney reported that this application is a Type 2 SEQR
Action and since the size of the building is under 4500 square feet the board will not have to
conduct a environmental review. A parking table will be required to show that sufficient
spaces are available.

4. Methodist Church -38 Broad Street - Site Plan Application

Christian Moore of KC Engineering representing the applicant the Methodist Church for a
proposed lot line re-alignment for two parcels on Broad Street and Smith Street. The proposal
is to relocate the two story/two family structure about 50 feet south on Broad Street. It will be
on its own lot and the remainder of the lot will remain part of the church building and also include
the parking lot in the back lower part of the property and the playground area.
Planning Board Attorney Victoria Polidoro explained the sequence of what would have to happen
in order for the lot line alignment could be approved. It would require that the house would have
to be moved first.
Village Engineer Larry Paggi pointed out that the project site is located in the 100-year flood
plain and the limits that exist within the project area should be indicated on the plans. He also
pointed out that several other items should be added to the plans (comment letter on file).
Architect Ray Van Voorhis said the church would like to follow the process and the guidelines to
accomplish this move.
Chairman Klingzahn requested the applicants have their attorney contact Victoria Polidoro so
the process can be started.
5. Promenade - 542 Route 9 Site Plan/Special Permit Ext.
Applicant: - Jennifer VanTuyl Attorney, Cuddy & Feder LLP
Attorney Jennifer VanTuyl reported that Promenade acquired the hotel that closed last week
and their aim is to apply for a building permit 60 days out. Hopefully, the reviews will allow that.
Tonight, we are requesting a six month extension for the adapted re-use of an existing hotel/
conference center to become an assisted living facility.
Sarah Brown explained the resolution and read the resolution for the six month extension.
