Administrative:

Chairman Hans Klingzahn opens the meeting at 7:00 pm.

Roll call: Present: Hans Klingzahn, Cris Phillips, Theresa Cuchelo, Matt Vetare,  Reylene VanGeldern, Caitlin Brozier and Stephen Brown. Also present: Tom VanTine Building Inspector and Code Enforcement Officer, Chritian Paggi, representing Paggi Engineering, Village Engineering, Victoria Polidoro, Planning Board Attorney and Don Van Nostrand, Board Secretary.

Chairman Klingzahn entertains a motion to accept the minutes for the meetings held on August 17, 2017. Cris Phillips, so moved. Motion seconded by, Reylene VanGeldern. Discussion none, all in favor, Aye. Motion carried.

Review:                        

      

          1. T-Mobile                                   - 992 Main Street              - Sign Permit Application

              Applicant:                                 - Ronald Franco               - CAD Sign Company Representative

                                                                                                               for T- Mobile

           Code Enforcement Officer Tom VanTine stated that the proposed sign complies with the

           Village Code.

           Chairman Klingzahn entertains a motion.

           Theresa Cuchelo moves to accept the sign for T-Mobile at 992 Main Street as per

           application. Motion seconded by Matt Vetare. Discussion none, all in favor, Aye.

           Motion carried.

 

          2. Toro                                          - 1032 Main Street            - Site Plan Application

             Applicant:                                 - Scott Bucholz                  - Fusco Engineering

                                                                                                              233 East Main Street

                                                                                                              Middletown, NY 10940

           Scott Bucholz updated the board on the project work since the last time he appeared before

           the board. Architectural plans, site plan updates, lighting, back flow preventer updates for water

           and a revised EAF have been submitted to move the project forward.

           Christian Paggi, representing Paggi Engineering reviewed his comment letter (on file) on the

           updated plans submitted by the applicants which contained 21 sheets.

           Victoria Polidoro, Planning Board Attorney addressed the parking exemption for this site

           and the modified access easement.

            Victoria Polidoro covered a comment letter (on file) from Sarah Brown, Village Planner

            which addressed Analysis and Recommendation on the following: SEQRA, Certificate of

            Appropriateness, Special Use Permit, Easements, Parking, Signage, Landscaping and Lighting

             Victoria also informed the applicant that once the Certificate of Appropriateness and Special Use

            Permit Application are received by the Village it will need to be referred to Dutchess County

            Planning for their review and comments.

            Chairman Klingzahn asked for a motion to declare the board as lead agency under SEQRA

            and to refer the applications to Dutchess County Planning for review once the Certificate of

            Appropriateness and Special Use Permit Applications are received by the Village.

            Cris Phillips, so moved. Motion seconded by Theresa Cuchelo. Discussion none. All in favor.

            Aye. Motion carried.

 

            3. Mobilitie                                    - Merritt Blvd                           - Special Use Permit

                Applicant:                                  - Paul Costa                              - Mobilitie Property Manager

            Applicant Paul Costa explained to the board that the Mobilitie Company is a wireless

            infra structure company doing work for carriers to access the capacity of the network

            and are currently doing a large nationwide small cell project for Sprint.

            Chairman Klingzahn entertains a motion to serve as lead agency and refer the application

            to Dutchess County Planning and Development.

            Theresa Cuchelo, so moved. Motion seconded by Matt Vetare. Discussion none. All in favor.

            Aye. Motion carried.
