Zoning Board of Appeals Meeting
June 28, 2018
Chairman Tom Brooks opens the meeting at 7:00 PM .and asks for a motion to
open the meeting.
John Depew makes a motion to open the meeting. Tom Newhard seconds the motion. Discussion none, all in favor. Aye. Motion carried.
Present: Tom Brooks, Tom Newhard, John Depew, and Ann Trost. Absent
Terry Palumbo. Also present Tom VanTine, Code Enforcement Officer and Building Inspector, Sarah Brown, Village Planner and Don Van Nostrand ,
Zoning Board Secretary.
Chairman Brooks entertains a motion to accept the minutes for the meeting held
on September 28, 2017. Motion made by John Depew to approve. Motion seconded by Ann Trost. Discussion none, all in favor, Aye. Motion carried.
1. United Methodist Church - 38,40,42 Broad Street - Zoning Variance

Ray VanVoorhis presented the plans for the project and pointed out the three parcels involved on 38, 40 and 42 Broad Street. which involves the Methodist Church, a single family house, a two family house and a playground which is in the middle of the three lots. The church would like to clean up the lot lines and rearrange them. In the back of the property the Church would like to have the
parking lot, playground and church all in one lot. The other two lots in the front
on Broad Street are to be lots that meet the requirements for a 10,000 square foot two family residence. Also, the parsonage next to the church will be enlarged
with an addition to make it handicap accessible. There is a potential client that
would like to buy the two family house and has put in a offer and is willing to move the house over to the new lot. We are currently working with the Village Board, the Planning Board and now the Zoning Board and hopefully collectively come up with a solution.
Christian Moore, Project Engineer presented the plans pointing out the proposed
lot line adjustments and the variance required on the sites. A demolition permit would be required from the Village Board since this is in the historic district and the building is a historic house. This permit is required in case the house collapses during the move. If the building does collapse during the move it would
have to be rebuilt to duplicate the current structure.
Sarah Brown, Village Planner explained to the board that this application is in the historic district and is a Type 1 Action for SEQR and the planning board would like to be lead agency for this project and do the review.
Chairman Brooks entertains a motion to allow the Planning Board to serve as lead agency for SEQR on this project. John Depew, so moved. Motion seconded by Ann Trost. Discussion none. All in favor. Aye. Motion carried.
Chairman Brooks entertains a motion to set a public hearing for 7:00 PM on July 26, 2018 on this project. John Depew, so moved. Motion seconded by Tom Newhard. Discussion none. All in favor. Aye. Motion carried.
Chairman Brooks entertains a motion to refer this application to Dutchess County
Planning for their review and comments on the variances. John Depew, so moved. Motion seconded by Ann Trost. Discussion none. All in favor. Aye. Motion carried.
